Bengkulu Province Vehicle Document Registration Center(SAMSAT) is part of a government agency under the Regional Revenue Service which has the task of managing vehicle tax payments every year and every five years. Weak State tax revenue due to lack of knowledge about the utility and function of taxes for the State. To increase the taxes every year, collaboration and public awareness are needed in order to be able to pay the taxes on time so that State tax revenues can increase and be better. The media which used on vehicle tax payment processing service in BengkuluSAMSAT is still using brochures and banners. The use of that media is not fully understood by the people who will pay taxes. Because of this, the researcher made the vehicle tax payment process based on linear multimedia as an additional media and support for publishing information about the vehicle tax payment process tutorial. Theanimation was designed by usingBlender software and AdobePremierePro software applications. The file format that was produced from theprocess of animation was MP4 format. The types of content that was displayed by animation were video, sound, and text that explained the tutorial of the vehicle tax payment process in Bengkulu SAMSAT. The animation video was testedusing questionnaireobtainedthe average answer of 81.4%.
