PELAKSANAAN PERJANJIAN KREDIT TANPA JAMINAN ANTARA KELOMPOK SIMPAN PINJAM DENGAN UNIT PENGELOLA KEGIATAN PROGRAM NASIONAL PEMBERDAYAAN MASYARAKAT (PNPM) MANDIRI DI DESA KOTA PADANG KECAMATAN MANNA

The implementation of unsecured credit agreements between women's savings and loans groups (SPP) and the activity management unit (UPK) of the National Community Empowerment Program (PNPM) Mandiri, from planning to implementation, is always overshadowed by a number of problems, especially civil issues that often occur in this agreement. Such as the occurrence of default on the credit agreement which is of course caused by several certain factors that can hinder the implementation of this unsecured credit agreement from becoming unsustainable, these factors include family factors and business factors. This research is entitled the implementation of unsecured credit agreements between savings and loan groups and the Mandiri National Community Empowerment Program (PNPM) activity management unit in the village of Padang city, Manna sub-district. The problem in this research is about how the substance of the implementation procedure in the unsecured credit agreement between the savings and loan group and the Mandiri National Program for Community Empowerment (PNPM) activity management unit in the village of Padang city, Manna sub-district, and there are legal efforts made by the UPK- PNPM Mandiri when the group defaults. Relevant to these problems, this study aims to determine the procedure for implementing unsecured credit agreements between women's savings and loan groups and the activity management unit (UPK) of the independent national community empowerment program (PNPM) in the village of Padang city, Manna sub-district, and to find out the legal remedies taken. if the group or members of the women's savings and loan group defaults in terms of repaying the loan. This research was conducted in the village of the city of Padang, Manna district. This study used a descriptive study on the implementation of an unsecured credit agreement between the SPP group and the PNPM Mandiri UPK in the village of Padang city, Manna district, using qualitative data analysis. This type of research is juridical legal research or sociological legal research, the data is collected by the authors by conducting operations, interviews and documentation studies, with primary and secondary data sources, then analyzed against these data sources.
